HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
JUNE 15, 2009

6:00PM          Senior Center

Present:                Chairman Kimberly Ferguson, Kenneth O’Brien, Anthony Renzoni, David White

Absent:         James Jumonville

Others Present: Brian Bullock, Town Manager, Elizabeth Helder, Recording Secretary

Chairman Ferguson opened the meeting at 6:00PM.

Interview Candidates for Reappointment

The Board interviewed Ron Spakauskas for reappointment to the Zoning Board of Appeals.  Mr. Spakauskas informed the Board that he has served on the ZBA for over 20-years and currently serves as Chairman.  The Board and Mr. Spakauskas discussed the duties of serving both the Town’s Zoning bylaws and the residents of Holden.  Mr. Spakauskas commented that the ZBA must follow the State ZBA statutes as well as the Town’s ZBA statutes, which are far more detailed.  Additionally, the ZBA must consider the rules and regulations set by the Fire Department.  Protecting the safety of the citizens of Holden is important.  

Sel. White commented that residents sometimes feel that they are being dismissed by the ZBA.   He asked that ZBA members take into consideration resident’s concerns regarding their properties.

Mr. Spakauskas replied that many times, residents or those attending ZBA meetings are unaware of all the statutes and bylaws that the ZBA must make decisions by.  Often, the ZBA cannot give a definite answer to a question because they must follow-up with other town departments to seek input.  Sel. O’Brien said he was appreciative of Mr. Spakauskas’ service to the Town and in making decisions that are in the best interest of the community.  Mr. Spakauskas informed the Board that the ZBA currently has two alternate vacancies.  Additionally, they would like the Board to consider creating two additional alternate positions to the ZBA for backup purposes.  Sometimes, one ZBA application can meet over 10+ meetings and it is difficult for all members to make all the meetings.  Having additional alternates would help the ZBA to achieve a quorum.

Motion by Sel. White, seconded by Sel. Renzoni, it was VOTED 4-0 TO REAPPOINT MR. RONALD SPAKAUSKAS TO THE ZONING BOARD OF APPEALS FOR A THREE YEAR TERM.

Sel. White reported that he spoke with Mr. Oslebo, a candidate for reappointment to the Zoning Board of Appeals.  Mr. Oslebo expressed an interest in continuing to serve the community as an alternate.

Motion by Sel. White, seconded by Sel. O’Brien, it was VOTED 4-0 TO REAPPOINT MR. RONALD OSLEBO AS FIRST ALTERNATE TO THE ZONING BOARD OF APPEALS FOR A THREE YEAR TERM.

Motion by Sel. White, seconded by Sel. O’Brien, it was VOTED 4-0 TO ASK THE ADMINISTRATION TO LOOK INTO EXPANDING THE ZBA BY TWO ADDITIONAL ALTERNATE POSITIONS.

The Board agreed to ask the Administration to invite Mr. James Deignan to discuss his reappointment to the ZBA at their July meeting.

Motion by Sel. White, seconded by Sel. Renzoni, it was VOTED 4-0 TO RECESS TO REGULAR MEETING AT 6:29.
